But not all homeowners really understand how Prop. 19 benefits them.</p><p style="box-sizing: border-box; color: #323232; font-size: 16px; line-height: 28px; margin: 0px 0px 20px;">Prop. 19 changed the way taxes are calculated on those who inherit property. An increased tax rate on these properties is now used to help certain groups of homeowners looking to move, including the following:</p><ul style="box-sizing: border-box; color: #323232; font-size: 16px; line-height: 28px; margin: 0px 0px 35px; padding-left: 15px;"><li style="box-sizing: border-box;">Those over the age of 55</li><li style="box-sizing: border-box;">Disabled homeowners</li><li style="box-sizing: border-box;">Victims of natural disasters</li></ul><p style="box-sizing: border-box; color: #323232; font-size: 16px; line-height: 28px; margin: 0px 0px 20px;">But first, a little background. In 1978, voters approved another ballot initiative, Prop. 13, which limits the amount that property taxes can be raised each year. It aimed to keep neighborhoods strong by encouraging homeowners to remain in their home rather than being priced out due to taxes alone.</p><p style="box-sizing: border-box; color: #323232; font-size: 16px; line-height: 28px; margin: 0px 0px 20px;">This lower tax base, or Prop. 13 cap, also extended to heirs upon a homeowners death. Under Prop 19, this lower rate only extends to children who reside in their parent’s home as their principal residence. Otherwise, the property will be reassessed and the additional funds used to support the new law.</p><p style="box-sizing: border-box; color: #323232; font-size: 16px; line-height: 28px; margin: 0px 0px 20px;">Proposition 19, officially known as <a href="https://www.cdtfa.ca.gov/taxes-and-fees/Prop-19-Home-Protection-Act.htm" rel="noopener" style="background-color: transparent; box-sizing: border-box; color: #d50032; font-weight: 600; text-decoration-line: none; transition: color 0.25s ease 0s;">The Home Protection for Seniors, Severely Disabled, Families, and Victims of Wildfire or National Disasters Act</a>, encourages upward mobility for qualified homeowners. The most notable benefit is for those over the age of 55, who can now move up without the fear of reassessment and being priced out of the market. Now, they are allowed to keep their current tax rate when selling their existing home and buying another. If you’re over the age of 55, disabled, or a victim of a natural disaster (such as a wildfire), it allows you to purchase a new home anywhere in the state and carryover the same property tax base to the new property. In other words, the new tax rate will be based on the previous home’s assessed value. There are several benefits to this new structure:</p><p style="box-sizing: border-box; color: #323232; font-size: 16px; line-height: 28px; margin: 0px 0px 20px;"><span style="box-sizing: border-box; font-weight: 700;">Flexibility</span>. Qualified homeowners can move wherever life takes them. For some, this means the ability to move closer to grandkids without taking a financial hit. For others, it means moving away from fire-prone areas for safety and security. For others, it may mean moving out of high-cost areas to more affordable spots.</p><p style="box-sizing: border-box; color: #323232; font-size: 16px; line-height: 28px; margin: 0px 0px 20px;"><span style="box-sizing: border-box; font-weight: 700;">No minimum residency requirements</span>. You don’t have to have lived in your home your entire life to reap the benefits of Prop. 19. You’re eligible as long as you are a qualified homebuyer as mentioned above. The only requirement is the home is your primary residence and that you have not transferred a lower tax base within the last two years.</p><p style="box-sizing: border-box; color: #323232; font-size: 16px; line-height: 28px; margin: 0px 0px 20px;"><span style="box-sizing: border-box; font-weight: 700;">Blended calculation</span>. Prop. 19 also has a blended formula for those who move to larger, more expensive homes. For example, say you’ve lived in your Sacramento home for 40 years, and the assessed value is $300,000, but the current market value is $800,000. You could either buy a property for $800,000 and keep the $300,000 tax base, or buy a more expensive house, say for $900,000, and use a blended calculation for a reduced rate. That was the highest level posted since June of 2020 and also represented a 24 percent jump when compared to April 30. Steady buyer demand, however, tempered any thoughts of panic as there still remained slightly more than one month of housing supply based upon the current rate of sales.</p><p style="box-sizing: border-box; font-family: "Open Sans", sans-serif; font-size: 16px; letter-spacing: normal; line-height: 28px; margin: 0px 0px 20px;">New listings arriving to market provided a nice lift for home buyers over the past three months but still fell 2 percent shy of those posted over the same period in 2021. New listings posted during the month of May alone fell 2 percent short of April’s and now at mid-June, 15 percent fewer new offerings have hit the market versus mid-May.</p><p style="box-sizing: border-box; font-family: "Open Sans", sans-serif; font-size: 16px; letter-spacing: normal; line-height: 28px; margin: 0px 0px 20px;">Buyer activity bounced back a bit during the month of May as the new open escrows posted were 6 percent higher than April’s though 14 percent lower than the red-hot May of last year. Due to fewer open escrows in the past few months however, closed sales landed 10 percent fewer than April and 16 percent lower than May of 2021.</p><p style="box-sizing: border-box; font-family: "Open Sans", sans-serif; font-size: 16px; letter-spacing: normal; line-height: 28px; margin: 0px 0px 20px;">The average sales price for the month of May registered at $717,000 with the median at $625,000. Both were new records once again with the average sales price a 3 percent increase and the median a 1 percent bump versus April. The running three-month average for sales price and the median are both approximately 14 percent higher than last year for the same period.</p><p style="box-sizing: border-box; font-family: "Open Sans", sans-serif; font-size: 16px; letter-spacing: normal; line-height: 28px; margin: 0px 0px 20px;">Homes that closed escrow during the month of May were on the market an average of only 13 days versus the record low of 12 last May. The new sales reported also topped January of 2020 numbers by 8 percent; a month that launched the first quarter of last year on a very hot pace prior to the pandemic interruption. This market information was presented by Lyon Real Estate based upon data provided by Trendgraphix Inc., a Sacramento-based reporting company.</span></p><br /><p dir="ltr" style="line-height: 1.38; margin-bottom: 0pt; margin-top: 0pt;"><span style="font-family: Arial; font-size: 11pt; font-variant-east-asian: normal; font-variant-numeric: normal; vertical-align: baseline; white-space: pre-wrap;">Fortunately, 1,852 new resale listings also came to market in January across the four-county area. This marked an 18 percent increase versus a dormant December yet fell 22 percent shy of January 2020 when supply was already viewed as quite low. Regardless, the region still holds well less than 1 month of available inventory based upon current buyer demand. </span></p><br /><p dir="ltr" style="line-height: 1.38; margin-bottom: 0pt; margin-top: 0pt;"><span style="font-family: Arial; font-size: 11pt; font-variant-east-asian: normal; font-variant-numeric: normal; vertical-align: baseline; white-space: pre-wrap;">The region’s average price for closed sales in January rested at $552,000, an astounding 20 percent higher than one year ago. This is not an anomaly as the price metric has averaged $549,000 over the past three months, indicating prices are likely to push up further in spring. “Sales activity in the move-up and upper-end price points typically softens over the winter months and the exact opposite has occurred this year. Persistent sales, low inventory and upward pressure on prices will be the story in 2021,” states Pat Shea, president of Lyon Real Estate.</span></p><br /><p dir="ltr" style="line-height: 1.38; margin-bottom: 0pt; margin-top: 0pt;"><span style="font-family: Arial; font-size: 11pt; font-variant-east-asian: normal; font-variant-numeric: normal; vertical-align: baseline; white-space: pre-wrap;">The entry level - properties below $400,000 - remains in a very precarious space with 73 percent fewer properties in standing inventory compared to last January. The rate of new sales each month remains in lock step with the number of new listings entering the market. “This condition extremely limits opportunities for first time buyers and also poses potential market wide risk. Entry-level and move-up buyers are highly critical components in the entire housing ecosystem,” says Shea.</span></p><br /><p dir="ltr" style="line-height: 1.38; margin-bottom: 0pt; margin-top: 0pt;"><span style="font-family: Arial; font-size: 11pt; font-variant-east-asian: normal; font-variant-numeric: normal; vertical-align: baseline; white-space: pre-wrap;">Currently, the move-up price range of $400,000 to $750,000 remains on fire with a 64 percent increase in new sales reported in January compared to last year. The market segment was left with only a half month supply of inventory available for now. Sales in the upper-end also continue to churn as both closed transactions and new pending sales posted for January were more than double year over year. Inventory is slightly more favorable in the upper-end though, with nearly two months of supply available based upon the current rate of sales.</span></p><br /><p dir="ltr" style="line-height: 1.38; margin-bottom: 0pt; margin-top: 0pt;"><span style="font-family: Arial; font-size: 11pt; font-variant-east-asian: normal; font-variant-numeric: normal; vertical-align: baseline; white-space: pre-wrap;">“Even though it seems like a fierce battle to make a first-time purchase or move-up to your dream home, just do it and do it now. The market conditions will not change anytime soon and prices and interest rates are certain to rise. Waiting will either cause you to get less of a home than you wanted or perhaps push you out of the opportunity altogether. Soon to be home sellers should also get on the market now, as inventory remains historically low and buyer activity remains here with a vengeance,” Shea adds. “You still want to price reasonably, prepare for excellent showing conditions, and select a very good agent in order to negotiate your highest and best contract. The persistent rate of new sales resulted in a paltry 2,094 homes left available for sale at month-end. This critically low inventory level — a 55 percent drop from last year — is a potential threat to the market momentum. This market information is presented by Lyon Real Estate based upon data provided by Trendgraphix Inc., a Sacramento-based reporting company.</p><p style="box-sizing: border-box; font-family: "Open Sans", sans-serif; font-size: 16px; letter-spacing: normal; line-height: 28px; margin: 0px 0px 20px;">Upward pressure on prices is now real and tangible due to the rapid and extreme correction in the market. The average closed sales price of $533,000 and median of $472,000 for the third quarter were both more than 10 percent jumps over last year at this time. Closed escrows year to date and market wide are now less than 3 percent lower than 2019. Homes that closed escrow in the third quarter were on the market an average of 33 days versus 38 last year and received approximately 99 percent of original list price.</p><p style="box-sizing: border-box; font-family: "Open Sans", sans-serif; font-size: 16px; letter-spacing: normal; line-height: 28px; margin: 0px 0px 20px;">All price points remain hyper active at this time including the upper-end market, homes priced above $750,000. While the inventory level ended September at 30 percent lower than last year, 1,100 new open sales for the quarter were a staggering 81 percent greater year-over-year. Upper-end sold and closed properties for the entire third quarter totaled 1,087, up 72 percent versus 2019.
